Bill Hurlock, the managing partner of Mueller Law’s New Jersey and New York offices, is a trial attorney specializing in litigating False Claims Act (qui tam), product liability, commercial litigation and mass tort cases. Hurlock is experienced in all aspects of litigation, arbitration, mediation and appeals. In addition, he represents clients in class action and national mass tort multi-district cases. He served as the lead attorney in several health care False Claims Act cases that have resulted in significant recoveries on the United States’ behalf and represents individual relators as part of these lawsuits. He also successfully obtained releases of wrongly incarcerated inmates and attained criminal expungements in pro bono matters.

While in Washington, D.C., Hurlock served on the staffs of three offices of independent counsel: David M. Barrett, investigating allegations concerning the United States Secretary of Housing and Urban Development, where he served as a federal prosecutor; Donald C. Smaltz, investigating allegations concerning the United States Secretary of Agriculture; and James C. McKay, investigating allegations concerning the United States Attorney General. He also worked for a United States Congressman and a Member of Parliament in the British House of Commons.

From 2002 to 2013, Hurlock served as an adjunct professor teaching health care law and legal research and writing at Seton Hall Law School. He was an officer and barrister in the Arthur T. Vanderbilt American Inn of Court, an association of lawyers and judges designed to promote legal excellence and civility in litigation.

In 2012, Hurlock was named to the New Jersey Super Lawyers list - a distinction reserved for 5% of practicing attorneys in the State. He was also selected to the Lawyers of Distinction, an honor bestowed upon the top 10% of lawyers involved in civil litigation in the nation. In 2004 Hurlock was featured in The American Lawyer magazine and the Corporate Crime Reporter for his professional achievements. He is admitted to practice in the Courts of New Jersey, New York, Connecticut, Pennsylvania and the District of Columbia.

Born and raised in New Jersey, Hurlock has been a resident of Montclair for 21 years.  Since May 2012, he served as the First Ward Councilor for the Township of Montclair.  In May 2016, Hurlock was re-elected as the only First Ward Councilor to run unopposed in Montclair’s history. He is also an active member of several local and community boards. Hurlock currently serves on the board for the Family Service League. Devoted to his community, Hurlock served on the board of directors for American Red Cross of Northern New Jersey, the board of directors for National Youth Recovery Foundation, the board of trustees for Outpost in the Burbs, the board of directors for the Montclair YMCA, vice chair for the Newark Presbytery and on the advisory committee for the Federal Enforcement Homeland Security Foundation.

Given his extensive experience and knowledge in health care law issues, Hurlock appeared on several television shows and media outlets such as News and Views, Special Edition: Health Care Fraud, hosted by Barbara Chase 2018; Meet Clifton, hosted by Ray Grabowski; Conscious Media Festival, 2017; and Celestial Space Radio, 2016. Additionally, Hurlock published numerous articles and served on several panels relating to healthcare law and litigation issues.
